A company wanting to potentially take RXL over wants the SP as low as possible so there TO price looks good. (Really it would be fair value) normally announces "offer is 20% above current price" to make it look inflated. They also don't give a stuff about share holders. But hey, who knows... could just be mr market negative sediment starting to take place... if I had spare coin I'd jump in
