    Listing Rule 7.1 broadly provides that a company may not, without prior approval of Shareholders, issue equity
    securities (as defined in the Listing Rules) if those securities will, in themselves or when aggregated with the
    equity securities issued by a company during the previous 12 months, exceed 15% of the number of equity
    securities on issue at the commencement of that 12 month period).

    The rule posted holds no consequence when they regulator is in a coma. (phrase borrowed from reporter)
