    ASIC hasn't even taken over yet as regulator of the stockmarket and they already seemed to have watered down the legislation, by in effect saying "if you manipulate the market and we catch you, as long as you admit it we'll make sure you will only get a relative slap on the wrist." Bit like the criminal justice system, where if you admit guilt you get a discount on what some consider to be an already lenient punishment. Just my opinion.
