I think the accuracy of .5% is well and truly tested by your suggestion that Billions of shares could be shorted. That would suggest that there are more Short accounts than there are Longs. Highly doubtful. in its self should such a statistical anomaly exist it would be market making history and plastered all over investment pages as being such an exception.
