I believe that is for a 2Mtpa production target.

We've been told the plant design could easily be ramped up to accommodate double that figure - 4Mtpa

My opinion, you should mortgage your home and take the bet they will go straight to 4Mtpa and NOT pass GO, but produce at WARP speed.
