I imagine it's like this... HP's broker is on a mission to acquire X amount of shares over a short period of time. As volume dries up they approach Blackrock (just an example). Then Blackrock agrees to lend out X amount to the shorters and simultaneously the shorters sell them directly to Gina, which was pre-organised. So effectively we see almost an identical quantity of daily shorts as Gina has acquired that same day.
I imagine it's like this... HP's broker is on a mission to...
