To answer your question: I'm in metals recycling.
The problem with small Li batteries (Not car batteries that's a totally different issue)
is that they always retain a small residual charge, when sorted and thrown into a bin the plastic casing can crack and or crack under the weight in the bin, a spark, and you have a fire which will burn underwater, as Li batteries have there own Oxygen. Big problem & too expensive to economically solve.
