I've spent 10 years on construction of mining plants, the last phase of construction is usually the easiest and happens the fastest. Once your concrete, tanks, and steel work is up all the rest just falls in place. As long as they have accommodation you can bring on hoards of crews without them getting in the way of each other, pipe fitters, electricians, crusher crews, and rectification work. Depending on how well the work was done is how long the commission stage would take. Most of the jobs I've been on have blown out to 1/4 ~ 1/3 longer than originally quoted, nothing is ever flawless, sometimes you lose production time due to weather events, and sometimes there are errors in production and so on.
