The 511 ktpa production is based on mining 3 mtpa (according to LTR, not me).
When they complete the expansion and get to mining 4 mtpa, that's when we're supposed hit 700 ktpa SC6 production, though my understanding is that it's actually about 670 ktpa ('m mobile, and don't have access to the DFS, but I remember 500 ktpa and 700 ktpa were nice round numbers, but it's actually 511 and something a bit South of 700).
