tesla has just received approval to build a 1.2GWh battery storage plant in Moss landing California. To be completed this year. i dont think corona virus is going to make any difference on the scale ur suggesting. There are more plants like this in the pipeline, and i am sure VW want to sure up supply too as they had to cut back on ev production due to lack of Li.
