Interesting point about “management”.

IMO Good management is based around integrity which is founded on continuous disclosure principles:

Under Listing Rule 3.1, an entity must disclose all information concerning it that it becomes aware of from any source and of any character, if a reasonable person would expect the information to have a material effect on the price or value of its securities.

In a similar but hypothetical situation. If official notification was presented to investors that a 25% expansion decision of a plant under construction was yet to be made and that decision was contingent on funding being secured & commodity price recovery at a later date;

If at the time that statement was made management had knowingly: begun or continued construction of any part of the expanded plant, not obtained suitable funding mechanisms and continued construction with disregard for commodity prices - they have misled investors and put those investors capital at risk.

All hypothetical of course.
