The EPA report was overly heavy on cultural heritage. The minister will be thinking of the WA election and the recent “Never Again” interim report:

Shacks is sounding very sensible and appropriately conservative on project finance and implementation particularly given the issues at SO4. The NT issues haven’t been mentioned which isn’t in keeping with how enthusiastically he announced he had a bag full of mining leases back in 2017.
