The EPA doesn't exist to block but to regulate. The lobby groups applying pressure to the EPA and particularly mines in the Tarkine are more the driving force behind the delays. They chain themselves to gstrs and equipment and drown the EPA in paperwork and threatened litigation. When nobody cares enough to raise hell, the EPA processes quickly.
