Awareness is probably the main factor.

My thinking is that we'll see a big spike before Feb 2017.

Once the SPP is done and dusted, let's say October, we'll be onwards and upwards.

I am aware of a few people that are watching and waiting to see what happens with the SP following this event before they jump in. I guess there is a chance the price will fall a little, but if we are expecting 8-12c, I'd say they'd still be in if there is no slump.
