If they're from countries that are in conflict, or they're in fear of persecution and making claims to asylum, then they're classed as asylum seekers.
While it's true many asylum seekers of different nationalities leave on boats from Indonesia. But unlike Australia, Indonesia is not a signatory of the international 1951 UNHC Refugee convention. So this would be a factor when someone from Afghanistan (for example) decides they should try and make it to Australia as apposed to staying in Indonesia. In saying this, boats don't exclusively come out of Indonesia. However, this is all speculation.
