bedger: "Goomantoong" has summed it up very nicely, i.e. "there is NO confidence in their ability to achieve anything meaningful before the cash runs low again." By "their ability" she/he clearly refers to that "Tardy underperforming management" that is obviously still in place and in charge!
Therefore, even ridiculously low priced as it seems to be now - this is most likely justified as long as the current management is still in charge. IMO, only, of course.
