Thats $31.5 billion contributed to building and maintaining roads, building hospitals & schools, ensuring our environment is clean and tidy, etc etc.
You could argue that all levels of government are incompetent when allocating funding, but the bottom line is that without those royalties, there would be a $31.5b reduction in government spending. Take that how you like.
