Its surprising more people don't find "banning" insulting given the inference of low IQ of those on the receiving end (I guess if you do have a low IQ you'd be blissfully ignorant). IMO education of the dangers is far more appropriate and would lead to a better outcome. The average kid will just find a workaround.
