One person per household at the supermarket will help slightly with crowding.
But supermarket shopping is for the most part, hardly a “family occasion” anyway.
So this rule will not significantly offset the extra crowding caused by reducing shopping hours.
The reduced shopping hours will still mean the net result will be
more people in the supermarkets at any one time.
And as a consequence, reduced social distancing.

The exact opposite to what dopey Dan is trying to achieve.

And the underworld elements /drug dealers mentioned as an aside, are not a significant statistic in broader overall crowd numbers in the community anyway.
And they will do what they always do.
