What I heard Dan Andrews say is we started door knocking (far too late in the piece - should have been doing it 3 weeks ago) and we found 25% of people with the virus not at home. Because I don't want to impose any punishment on any of these people the other 75% who were doing the right thing now must be fully locked down and have their lives and livelihoods and health ruined.
He is weak, useless, reckless and IMV his Government single-handedly created this current debacle because his decisions and policies allowed the virus to escape from hotel quarantine.
