not all of these 20 m would be of voting age
of the 1.4m 50% would probably be labor voters
maybe less

so lets say 45% or about 630,000 votes

50% might change their votes so the libs might win 300,000 on this issue

300,000 is about 1.5%
ie(300,000 / 20,000,000 = 1.5%)

I think the government would need a swing of 5% to lose government wouldn't it? could be more.

now where will the libs get the other 3.5% or 700,000

maybe emission trading scheme

but I doubt it?
laborites like the krudd version of climate change ie we go first and rest of the world will follow
could be a bit of an up hill battle
