Thats news to many here given that there was an offer from the Chinese to build it,a company in the UK made a written proposal to SONANGOL a few months ago to fully fund the building of the new refinery to the tune of USD 4 Billion, plus,

the above from AngGeo shows he'she is talking about the new refinery to be built, not the one CVI is doing, and about to ann take off agreement.

I hope people realise not to listen to someone that claims without any proof that he'she works in the industry and has been in Angola without disclosing any details.

He/she claims it is expensive to mine in Angola because Luanda is an expensive city, he'she doesn't say that the majority of the population is very poor, living on $2 per day.
