on the contrary, i think at 1 cent it is a buy and hold. the things been around for a long time and it is run buy a dutchman (good businessmen i.m.o.). Remember if you hold for seven years and it goes to 2 cents that's a good return.
This type of stock does flow a bit with the market so its in low out a bit higher (hopefully)
