I'm not so familiar with this product, but a subassembly is not a finished product, and ROA Pacific is a plastics manufacturer. One possible explanation is that a shipment of certain parts is being sent to ROA for further manufacturing steps, for testing, or for rectification of a manufacturing defect found in that particular batch - such things are a normal part of manufacturing. Is ROA a known supplier of AT1? Alternatively, they may be looking to ROA as a potential cheaper manufacturer of existing parts (or a second source to allow more units to be built), and so they have sent reference parts for them to match.
