I think you underestimate the rigour of the medical community and its insistence that only the highest quality testing is offered. In places like Australia, private pathology labs will be able to easily keep up with antibody testing for a vaccine rolled out gradually on the basis of need - most at-risk populations first - over at least a year. They will have a financial incentive to do so too! It will be interesting to see how it plays out.
