Hi PJ,
I would suggest that most companies only seek clarification from the ASX if unsure whether they are in compliance or not. Bigger companies would have the legal expertise in-house to make that determination without asking the ASX and a lot of it would be grey areas open to interpretation.
I wouldn't be surprised that if questions are raised by the public in those grey areas that the Asx would just ask the company why news wasn't released and if a plausible answer is given then the query just slides. But these are just my musings on what appears to happen. Don’t really know the inner goings of the Asx and how deep they investigate.
