If WA state government left it until 2017 before stripping it off NWI you wouldnt see it operating much before 2020. BHP shelved their outer harbour plan, but still need additional real estate and South West Creek fits in very well with their stockyard expansions. If the iron ore price stays high it would be hard for the government not to grant development rights to a group more capable of developing it than NWI.
