Your read seems very plausible to me.
AGO are playing with the big boys here, (AZJ , FMG)and won't get anything easily.
This is the difficulty of being a current small player and mid tier aspirant in the land of the giants.
Still , AGO are in there trying hard and negotiating with many around a LT solution, so good on them for trying.
I'm not sure what the catalyst is to finalise a deal, but suspect AGO need a bit more muscle such as a partner, JV or Asian Backer, to get across the line.
