Concurrent deveopment of EMC and ceto would surely have a cash flow crunch. The numbers showing “likely” profitability of EMC you would anticipate them holding but the impact on ceto would be devastating. Basically they can do one or the other as they are likely locked into a schedule on ceto to get grant disbursment. If they miss
targets then it could impact the schedule (unnecessary contract negotiations) or cause an outright cancellation of grant (which is what I guess the state govt are looking at now and why they varied the schedule for CCE).
