Why would he even state he had a draft if it was bad and didn't want to release it yet?
As for the ATO, that place is way underresourced (thanks KRudd) and items like this are likely to be a low priority. They could potentially take months yet - the way that place is at the moment, there's every chance they've lost the paperwork or assigned it to someone on long term leave...
