Why would they implement a dividend reinvestment plan when they're struggling to find a use for all the extra cash?
Also, what's the point of buying back shares when they're already thinly traded?
IMO, they should stick to their knitting. Reinvest in organic growth (no pun intended), return excess funds via special dividends. Price per share increase will follow, as it has with other small but profitable companies which have done the same.
