Given that even if the market cap were to double from here, ATP would still only be trading on 5x NPAT it's hard to argue that it isn't.
The only other ASX stocks that come close atm in terms of pure fundamentals are the big coal miners, which all have massive regulatory & ESG risk behind them causing people to stay away.
