I’m sure it was a signal to the market - a very loud one. What impact it has on bid prices depends of course on available supply elsewhere. But if you’re a dealer and if there are few alternative suppliers at the moment, and you know that ATP will reject low offers, you risk losing your customers if you can’t get any stock because you bid too low. The strategy could backfire, it’s a risk, but if ATP know their market well then it just might make a significant difference to pricing - for all classes of pearls.
