Personally i think any new Insto investor would put significant (i.e. all) due diligence emphasis/focus on ability (likelihood) to hit short term milestones as per the disclosed plan etc, given the 2017 goals will basically take the company from explorer to producer and significantly de-risk another phase in becoming a global producer...

However, yes i am likely wrong!!
