I think you misunderstood the plan pretty badly. You seem to have merged two different plans into one.

The initial plan is to truck down to Minaret (~100km), rail down to Ridley terminal and offload onto SHIPS not trucks.

The Stewart road link is the second phase of the project whereby they build from Groundhog to Stewart.
