nope - when I saw the issues growing over the years - 99% it came from one source -
caravan and camping park private owners who thought they could up their income by getting councils to erect no camper, no camping signs in spots where people had been stopping for generations -
sheer loss of freedom to line their grotesque pockets
there's always been an irresponsible few in any society who do the wrong thing - rubbish, cutting green wood etc - but, they are a very very small minority
the loss of free camping was slower in Tassie in Oz ------- but, the stark differences show in places like Oz in comparison to France
in Oz - at the first hint of complaint or issue to manage - up go the restrict signs - no camping, no campers -
in France - it's exactly the opposite - their default position is to open - whereas in Oz - it's to close
so, in france - if you had an issue with rubbish - a bin would appear - if you had a bin and it was full and rubbish was put near it ------- 2 bins would replace one bin ---------- literally never do you see them close something.
If they can't manage a resource - say - waterways marinas (of which there's several examples) - then, they just don't lock them up - they remain - but, they are then free - if they weren't free already - often you find the power is free and with luck the water still works fine - the only thing closed is ablution blocks
it's vastly different to Oz
