I suspect the system is to deny onlookers the in-depth view on what the true value of the dwellings are - by starting higher than what is a realistic price, then there'll never be the "oh my god, did you see how little that house was bid up to?"
We're going to see less and less auctions as a result, because the industry and sellers do not want to reveal the true worth of properties, but we'll see more and more stock stagnating in the windows hoping that some nutter will buy at the 'once golden' price of years gone by.
