The governments who hand over new estates to their wealthy development buddies. The governments who enforce vast inequitable swathes of land ownership over the countryside. Take your pick. The governments who get banks to bid up property values with low interest loans. Actually on that point I don't think Warren Mosler has addressed this, but Michael Hudson certainly does. What they show in the textbooks, he says, is that banks lend to develop industry but in practice this is not what banks do. They finance corporate raiders to strip existing industry plant and equipment. They never finance to produce new technology as this is considered too risky.
