Exergen and the CSIRO have in fact developed a fuel and power generation solution using brown coal that would deliver the same reduced emissions at less cost. One of the issues brought up in the linked report.
Now apparently not only do they not want Australia to reduce its emissions by using brown coal (perhaps they like fracking better for gas turbines?), they do not want developing countries to do likewise.
