Digging bauxite (with only screening required) and shipping it is different to building a plant and processing the material. You cannot compare bauxite project to the REE project.
The MRE had to be completed before any offtake would be contemplated by anyone. Plant construction, testing output etc MAY be a second requirement before any offtake commitment. That's my view.
As for "full ownership requirement".... any offtake contract/agreement would have that clause as well as many others included.
We all have different views on these subjects. All speculation as we not insiders.
