You do not use a ballistic missile against ships. they are used against fixed land base targets. A nuclear armed tomahawk has also never been used against Iraq or Syria.
These subs should be set up primarily as hunter killer subs to counter the growing chinese sub fleet and their 3 carriers. Let the US and India handle the ballistic missile portion of the coming war.
