Why would you assume coastal protection ?. I would encourage you to think outside of the box. What is Australia most vulnerable to ? Think communication cables perhaps, maybe oil supplies. Where are these laid? Where are the choke points ? Not just on or near the coast I would suggest.

You could never protect coastal ports with a limited fleet of submarines
