T is the trade day, plus 3 days settlement to pay for it. If you buy a stock for say $5,000 & then sell it within the settlement period, for say $6,000, then you don't need to pay up the $5k, because your sell will cover it. Once the T+3 settlement period has passed for your sell trade, you will get $1,000 (less any commission).
Some aum traders might have bought heaps of dollars worth of stock, planning to sell withing the settlement period. But because it's now in a trading halt, they need to find some money to cover their buy (or sell some other stock).
