Off-takes take time (and Financing is inextricably linked) and no one would be willing to commit (buyer n seller) until there's some stability on the $/lb.
But the FEED...that should be a deliverable which is completely under the control of mgt - that should keep to the timelines.
Seller could be anyone with more than 10m shares under the substantial shareholder threshold - Pre Emotive Trading, Hancock, Asean Deep Value (is it deep value still?), Proska (his entry was around 2.5c way back when). Motivation for selling? Who knows...
