Refactory ore gets drilled, blown up and trucked to the ROM pad just like any other rocks/ore, the difference is in the processing and treatment and the nature of the final product.
And to be fair the high grade and small size of deposits in the area, lack of exploration and the more recent arrival of Nimbys who live in the area but commute to Canberra would explain a few of those things.
