    I am guessing that a connectivity partner will help them connect quicker/easier and already has some or all of the necessary paperwork, approvals and documentation in place.

    MBE have stated in the past that the process to get approved for DCB is a very lengthy, complex process and I guess they are trying to find an easier way to get all of USA on board quicker.
