this last sentence makes the most obvious recommendation; that Aboriginal children need to be treated differently.
I would widen this to include all children under the age of 16. theres no point in discrimination here as imprisonment of children only serves to ensure the imprisoned end up committing further crimes and 'graduating' to adult prisons.
