Surely, Malaysia, with the experience of Mitsubishi, would not have agreed to allow Lynas to even consider building a processing plant in that country, unless the Lynas plant meets some very strict specifications.
Also, Lynas would hardly have committed such a large amount of money without some guaranties that the plant would be allowed to go into production.
