    If resource prices are declining, and profits therefore declining, it hard to see a "super profits" tax imposing an extra burden on their cost base. Some are now predicting that the MRRT will bring in zero return - doesn't that mean zero extra burden.

    Of course, the states increasing royalty payments does not impose on the cost base does it?
