    The underlying logic of government asset sales (other than short-term money) is the argument that governments are inefficient managers. Ironically, the solution in this case is to sell state owned assets to a foreign state.

    If other governments can be efficient managers of somebody else's assets, the maybe NSW should be run by Qld and the managing state keeps any profits. Assets stay in public hands and profit motive drives efficiencies.
